There is growing concern about environmental degradation and the role of environmental management in mitigating its effects. The imbalance between the environment and human activities, particularly industrial and economic development, is notorious, which has led to significant environmental problems. Propose a computational model using the System Dynamics methodology to simulate the impact of paper recycling in public Higher Education Institutions (HEIs) in Brazil. The research method adopted to develop the computational model was based on the System Dynamics methodology. Systems Dynamics aims to present the basic characteristics of any system: Cause and Effect Relationships, Response Times and Inventory. Creating a simulation of possible results with a perspective of three different scenarios, the first here as current, followed by an average and optimistic one. To carry out a simulation, it is necessary to generate a computational model. A computational System Dynamics model can be defined as a structure resulting from the interaction of policies. Paper recycling can lead to significant savings in water, energy and trees. The optimistic scenario produced the best results, reducing the importance of implementing sustainable practices. The developed simulation model can help raise awareness about the benefits of recycling and inform waste management decision-making. Furthermore, investors can use the results to define paper purchasing policies that consider environmental sustainability
